    Is a motoring offence considered as a criminal record ?

    Are you worried about being refused entry to the US because you were convicted of a parking offence?

    A bit of context would be useful - what offence are we talking about and have you sorted it by paying a ticket or were you convicted in the district court?

    As coylemj says, context would be helpful. But yes, any conviction (as opposed to probation or a poor box payment or a fixed penalty notice) gives you a criminal record. There is no such thing as a non-criminal offence.
