Well I think you'll need to start further back; rather then try to force him to greet another dog directly you should reward him for being calm, sitting next to you when you see another dog. Keep him focused on you and reward him. Slowly you can move his challenge line forward to have him sit 10m away, 9m away etc. until he feels comfortable enough to be around strange dogs again to ensure you don't overwhelm him.
