    Ofcom has varied the coverage obligation of the four mobile networks in the UK.

    The licence variations commit the four operators to provide voice coverage across 90% of the UK’s landmass by the end of 2017.
    In light of these variations, Ofcom will shortly consult further on the annual licence fees for the 900 MHz and 1800 MHz spectrum bands.

    ... so it remains to be seen if there is a quid pro quo in terms of licence fee reductions.
    The highest coverage obligations in Ireland are as follows:

    Licence| Population Coverage | Equivalent landmass coverage |Operator
    3g | 85% | 31% | Three
    liberalised use - incl 2g, 3g & 4g| 35% | 0.36% | All

    But you see it's not about the consumer, but about raising revenue via auctions.

    What is Digital Dividend?
    1) Licence Revenue
    2) Reduced number of masts (=less capacity) giving cost saving.

    The Mobile operators are most concerned about Voice & SMS. That is the big profit. Data is little profit, no profit or a loss, depending on Operator, Cap and Package. There is no incentive for good data performance.

    Nor has Comreg ever really monitored or enforced coverage. Three was in breach for years before the NBS, which appears to have been tax payer subsidy of meeting roll out commitments and didn't provide a single connection meeting original tender conditions for terrestrial conditions. Many of the Satellite packages delivered also didn't meet the actual real NBS awarded contract either, nor did the 3G service.

    Why no penalties against Department, Comreg and Operators for not meet obligations of actual contracts, nor statuatory responsibilities to the Nation?
