For the 600 euro one, firstly, you can scrap that cheap CPU cooler, the Intel one is perfectly fine. You can also get the CX430 power supply, more than enough power, what you've chosen is very overkill. Consider adding an SSD, even a 64GB one for the OS, makes a huge difference. Graphics card wise, while I appreciate that it's not a huge gaming machine, the GT630 is incredibly poor, you might as well opt for something like a 100E GTX750 which will round off the build nicely.

For the 400 euro one, for those uses an i3 is probably way overkill, could easily drop that down to a Pentium G3220 or similar, which would last for absolutely years given the demands of the user. Also, definitely get an SSD, that will make a huge difference to everyday use far more than the processor would in this case. Power supply wise, look at the VS350 supply, better and cheaper.
