ERR_Connection_Timed_Out

This keeps coming up on my laptop. I can only connect to a few websites but mostly none. I have looked online on my phone that if you download something it will sort it all. But how can I download it if I can't connect to the internet. Can someone please help as I am badly stuck.

Do the issues happen if you use a different browser such as Internet Explorer? (This appears to be a Google Chrome error code according to Google, correct me if I'm wrong)
