Honda GX270

I have a wood shredder with a Honda GX270 engine. The engine just stopped when I was using it. Now the pull cord has locked up. The drum with the blades is not obstructed to prevent turning. The oil level is fine and recently changed. I took off the cover with the pull chord in it and then it moves freely. Locked up when I put it back on. Could it have seized in any way.

Can you turn the fly wheel by hand? With the pull cord assembly is off?
For safety reasons TAKE THE SPARK PLUG OUT OF THE CYLINDER HEAD.

I'll give that a try tomorrow

The fly wheel won't turn by hand. Just wondering if the pulley on the end of the drum with a toothed belt that goes to the shaft of the engine was seized would that stop everything turning? I only had a chance to look at the flywheel before work. I might get back to it this evening

Just remove the belt and see will it turn
