Landlord won't give me a reference

my ex landlord won't give me a reference for whatever reason he has , I am looking for a new flat now , and I only have a work reference. Someone said threshold might be able to get me a letter ? What options do I have ??? Here

your old landlord doesnt have to give you a reference there is nothing you can do about this

use work reference and they might be ok with that

why wont your old landlord give you a reference?
