    Road between Dock Rd and Fr Russell Rd, the very narrow one that crosses over the bypass and has a level crossing on it.

    No, its not off Clare St.

    Yes, visible from the street, the building itself is not accessible to the public but can be seen from the pavement and possibly the road.

    A large number of people would pass it every day.
