Help with unlocking phone

    Hi,
    I have a mobile phone that i want to unlock.
    I have the unlock code.
    Problem: when I insert a sim it says "Sim Blocked" I don't have any option to input the unlock code! Why?
    Any help is much appreciated, thanks
