    Go to your local enterprise office they run start your own business courses and the citizens information site has a lot of info too.

    Dip your toes in the water doing some freelance work before you go all in on setting up a limited company, etc.

    Margins are extremely tight at the entry level end of the market where most people start as basic web design has become a commodity. If you have experience in a particular industry or technology you can differentiate by aiming for that particular niche, that's probably the best way to start out (look up "beachhead").
