Importing wine with pub license?

Hi, just wondering if anyone can give me some advice. Is it possible for a licensed premises, ie a pub, to import wine directly from vineyard in France/Spain.? Would the tax applied on for instance, a €5 bottle of wine be penal? Any advice would be greatly appreciated?
