    How does this work in practice? Does the youth always have to be under direct supervision?
    I would assume so...

    Therefore if that's the case then he is learning from an experienced firearms owner..

    Then it would seem that the youth is getting his training on the job.. so are they exempt from the competency course.....?..

    Nope. There's a requirement in the law to provide proof of competency, not to do a course; courses are just one method of providing that proof, there are several others. Getting a training licence itself counts as proof of competency because you have a competent shooter already licenced on the firearm and they're responsible for its storage and use and it's expected the trainee learns that way.

    As Sparks said the training license is designed to provide the competency "training" that is required when the person turns of age to get their own license. To do a competency course for a training license would defeat the purpose of the license.

    You can't get a training licence without showing proof you did the NARGC course. Well that's the case in my area.

    That's just your local guy's take on it Tikka, and it's not the original intention of the Act.

    Same here as well..my young lad was made do a "competency course" by a local clay range operator..cost €50 euro...a bloomin rip off

    In section 2.5 here, proof of competence, those who’ve held firearms before can specify that as proof; failing that, it’s not really possible to say what qualifies as proof. There is currently no list of accepted courses or other training activities that the Gardai will always accept as this proof; it’s best to call your local station and ask. There are various courses in the country at the moment; ask which one the Gardai recommend. Be advised that some courses may not be directly applicable – the NARGC handling course, for example, is not in general very applicable to ISSF target shooting.

    On top of that, there are other ways to prove competency - prior ownership, joining a club that trains its members, applying for a training licence, and so on.
