Hi. I have weed control membrane under bark in shady corner of garden. Will Japanese Spurge grow and spread or will it be contained because of the membrane?

Whats the point of weed control and bark if the plan is to cover it with plants? Pachysandra btw is a fantastic ground cover. If you use enough plants per square it needs maybe two seasons until you never have (bigger) trouble with weeds again.
