Governor Spring problem

    Hello all...I have a problem with governor spring on a lawnmower...When I am using it,it sound like it is slowing down and coming back to normal speed...When I took a look with the throttle fully pulled back,I could see the spring moving over and back,and that's the reason it sounds as it does...I presume it new spring time,or is there any other reason why this might happen..Thank you...
