Governor Spring problem

Hello all...I have a problem with governor spring on a lawnmower...When I am using it,it sound like it is slowing down and coming back to normal speed...When I took a look with the throttle fully pulled back,I could see the spring moving over and back,and that's the reason it sounds as it does...I presume it new spring…
