Planting up breeze block wall?

I want to plant up the breeze blocks in my wall, it's about 5ft high. There is no outside tap so wondering is there anything that wouldn't need too much watering. I was thinking line top brick hole with plastic and put in soil and some trailing plants to hang down on the wall might look nice. Any ideas or advice ?
