The equivalent of HDip's abroad

So, I'm thinking of either upgrading or getting new skills. HDip's are perfect for that. But they're also costly in Ireland. I was checking out masters abroad and they are dirt cheap in europe compared to Ireland. However I can't find any postgrad courses like HDips anywhere on the continent.
