London ? - I thought you were Canada bound.....
As far as I know they're isn't mutual recognition between the Safepass and CSCS systems, also H&S regulations and custom and practise vary in many areas between Ireland and the UK. So, to answer your question, no - I don't believe you can. You will need to do the course in the UK.

You can . I done it , it's on there website somewhere if I remember correctly .
But as far as I remember I sent a form filled out , 30£ postal order , a photocopy of my safe pass front and back & 2 photos and I got mine swapped for a basic operative one
All of the skilled ones I think would require the test , but the basic one is enough to get you on to the site

Yes, there is a mutual agreement between safepass and CSCS. I did it myself when I moved over. Link here

It basically means you don't have to do the health and safety test, but you still have to pay the £30 or so for the actual card. Actually figuring out which card is the right one for you can be a lot trickier than it should be! There are a multitude of cards, depending on your background and qualifications. Not sure if you can just get the green card any more. I'm a civil engineer myself and ended up going with the graduate card for the first couple of years and recently upgraded to the White/Yellow - Professionally Qualified Person.

Well I suppose there's nothing to stop you applying if you have an address over there you could provide - friend/relative? All I had to do was submit a colour photocopy of my Safepass card, so you don't actually have to swap.
