Buying a domain that wasn't renewed and sold

    There was a website which was a forum for our town. Whoever owner the domain let it expire. They either forgot to, didn't want to, or even could of passed away.
    The domain was bought by a japenses person/company and its advertising skincare products, with a domain not even relating to the product.

    My question is how do I go about contacting the current owner and buying the domain back ?

    Don't bother, there are so many domain name extensions now that you can pick and choose, if .org is available for your domain name then go for it
