Notifications screen too big

Anyone else have this problem where the notifications screen is too big and also it only comes down half way. Restarting phone sorts it temporarily but it alway go back to too big. It's an iPhone 6 with iOS 8.3. I am not the only one as here is a link to someone else with same problem which includes a picture of issue.…
