    Is it the landlord's responsibility to pay the €1800 reconnection charge with ESB?

    its 79 euro to reconnect for less than 6 month disconnection

    if yee didn't pay the bill thats on you, longer than that or if its disconnected before you move in its a landlord thing.

    Great it's a landlord thing then. Just renting a house that hadn't had ESB connected since 2013

    Make sure its re-connected before you move in and pay deposits etc!

    That's the landlord. If he expects you to pay, I hope to god you haven't moved in. I'd avoid that situation like the plague.

    If the ESB has been off in the house for over 2 years then its €1800. Landlord is surely liable for that though

    It is an implied warranty that a property has a working electricity supply.
    Electricity and Gas

    13. Installations in the house for the supply of electricity and gas shall be maintained in good repair and safe working order with provision, where necessary, for the safe and effective removal of fumes to the external air.

    You will require a Registered Electrical Contractor (REC), e.g. a member of RECI, to issue a Completion Certificate to facilitate ESB Reconnection.
