Are you sure it's this weekend? According to the Galway Tourism website it's in August:

That's the one in Kinvara. There's suppose to be one in Galway over Bank holiday weekend.

    Galway Hooker Festival 30th -31st May 2015
2015 will be the second year of this festival celebrating Galway’s status as a maritime city. The Galway Hooker Sea Festival will run over the June Bank Holiday Weekend with a focus on maritime activities and will feature family events, including seafood trails, music, dance and entertainment.

Seems to be a non-event. Website comes up empty for me and the last post on their facebook page is from April 2014.

That may explain why I saw a beautiful Galway Hooker sailing in the bay last night as I was walking on the prom. I don't recall seeing them very often.

It's coming up blank on my phone as well, haven't tried on the computer yet. I've been told it's going ahead but have no info on any of the events or where and when. Shame really, has the potential for a nice little festival.

On the computer, it's just coming up a pretty picture with their logo - no clickable links anywhere

And this is what the Latin Quarter website published in 2014 (ref: http://www.thelatinquarter.ie/?p=395)
    APRIL 21, 2014 • NO COMMENTS

Galway Sea festival postponed for 2014 June bank holiday. Unfortunately we were un-able to confirm & secure sufficient co-funding on time to secure the event. The plans and preparation will continue for 2015. Disappointing nonetheless as the festival was effortlessly coming together beautifully. Thanks to all concerned for all the input , encouragement and enthusiasm…. And we’ll get you all back on board for 2015.

I'm guessing they didn't get people back on board.

The website address for www.galwayseafestival.com/ was renewed in March 2014, and doesn't expire until 2016.

http://www.galwaytourism.ie/pgalway-events-calendar.html isn't listing anything on in the city for the weekend. Just an arts festival out near Loughrea somewhere.

It's clearly a local festival for local folk

There was eight of them in the docks today, but not a sinner around them. Was hoping they would be sailing. Maybe tomorrow?

Spotted this in a shop window somewhere near the Latin Quarter over the weekend.

Mr OBumble heard a story that they were aiming for the bank holiday weekend, but some of the boats are late being finished so they postponed.

"the boats will come up the stream"
    Eh, what stream?

It was also delayed because of the weather forecast the day beforehand. But on the day there were great conditions

They were to go up the Corrib as far as the Spanish Arch when the tide was fully in, with the weather they never moved from the docks.

I was talking to one of the guys last night, The regatta was supposed to be last weekend but due to weather it had to be put off for a week.
The racing will be on Sunday, race start at 3.30pm, just off Salthill / The prom, then around 7.30 / 8pm all the boat will sail up to the spainish arch.
The race is part of a league with races all over connemarra each summer, this is the first race of the season, next is Inishmann on the 20th.

Passed Salthill briefly yesterday and saw about 15 or more of them out in the bay around 5 o'clock - they looked fantastic.
