Try the Bus Station, 5 minutes from Waverley (@ St. Andrew's Square).
Waverley itself has storage but I think it's something like £10 a bag.

Waverley's bag drop prices are a joke IIRC, but the Bus Station is only 5 minutes up the road from it and has reasonably priced lockers. See here for info.
