I didn't know Fira was so heavily influenced by the French tbh. Until recently the Top14 was the only league that had the "alternative" BP system. Super Rugby (till last season) Champions Cup, Pro12, World Cup, etc etc all had the standard 4 try and lose by 7 rule.
When the French were suspended by the other 5 nations in the 30s because of issues around professionalism they created FIRA and founded an association for European countries then outside the membership of World Rugby( or whatever it was then known as)
France also competed in the FIRA European championships until the mid 90s

Tonga are playing Wales in a 'home' test in New Zealand in June after welsh concerns about venue in tonga were taken into consideration(venue currently being redeveloped) but Tonga look likely to play a first test on home soil in 9 years in July...
Tongan Union is still waiting for final sign off but have been given go ahead to start preparing to host both Samoa and Fiji in the PNC
