    Like any aerial it will depend on the signal strength at the aerial. With indoor aerials you can find the most convenient place to put the aerial is not the place with the strongest signal. One place in the house may have little or no signal while another is fine.

    Foil backed insulation, coated glazing, the building walls will all reduce the signal strength available at the aerial. One side, of a building could have a reasonable signal but the other little or none. The 28dB gain is no use if it's not receiving an adequate signal in the first place.

    Can you check if any neighbours are using an indoor aerial.
