    I'm no expert but I'd be surprised if that was the case. I'd assume with new laws in general that in most cases you wouldn't be able to apply them retrospectively and that they would only be effective from when they come in to force.

    I'm open to correction as always.

    Op you don't want to phone the gaurds but want someone to put a stop to it? What other agency do you think is out there to do these things.

    It seems like you want something done but don't want the responsibility that comes with it.

    To OP: if you are afraid of these people enough as not to report it to the Gardai (I have to guess you're afraid of corruption inside the force cause I can't think of anything else), and they (the brothel people) find this topic by chance, it will be easy to see the date and connect the dots. I'd advise to ask for the topic to be removed, you got the advice anyway...
