077 number not working from abroad

I'm trying to call my account manager in business banking from abroad. I have an 07762**** number for him and in spite of my enlisting the help of phone companies in both countries and calling up the bank (no, I have not forgotten to add +353 and drop the zero!) no possible solution has been forthcoming. Please help…
