Red triangle on footpath

Hi, There was this guy in our estate today with some sort of ariel (white with some sort of receiver on the top) and after a time he sprayed a red triangle on a kerbstone,banged a nail into the centre and left, Im just wondering what was he up to, Irish water? something else?, today being a sunday and all.
Where he marked seems to have been filled with concrete in the past?

Civil engineer of some sort. The red point will have been measured precisely and will often serve as a reference point for future work, or for measuring other points on the same site.
