Moving Structure in Dublin Bay

Hi all, Just wondering if anyone knows what the below structure/boat is? I was viewing it from a distance, and took the picture through a telescope (hence the poor quality). It looked like it was three circular towers on a moving platform. It was moving South, towards Dun Laoghaire/Dalkey.

What it's actually doing in Dublin Bay I'm not sure though.

ETA looks like it only called into Dublin and is on its way south - to Ostend

Either it's Thor, or else that invasion of the flying ants over the weekend was only a dry run and our new ant overlords are arriving in force now.

The last one of them in the bay a year or so ago was looking to route a new outlet for the treated water from the WWTP.
