Toshiba won't boot (white cursor)

I'm looking at this laptop for someone. It doesn't show post screen but I can get into bios setup....it does load windows after alot of few restarts (restarts automatically).....the fan was blowing loud but thats fine now after some compresses air. I can't load off of usb either even though I select it on the boot menu.

Remove the hard drive and try and boot the pc from the cd drive with ubuntu or the like.
