Reseeding a lawn

Hi I had a lawn seeded a few years back and the seed that was used was no 3, a mixture of seeds. Basically one type of seed grows like straw and its horrid to walk in the grass in bear feet. It's also yellow like dead grass and then there is some green coming through which is a different seed . What I'm woundering is could…

What I'm woundering is could I spray it all off and reseed without tilling the top or would I have to till it to a fine tilt and re sow??
