Gifted land to build house - basis of valuation?

Hello, I am being gifted land from my mother to build a house. I do not yet have planning permission. Does anyone know if the valuation for tax/duty purposes is based on the land as it is currently descibed (farm land) or does the auctioneer value it as if it had achieved planning permission for a build?
