I think they were both hanging off each other and the momentum took the two of them over the line , In saying that though if it were a chelsea player doing it to walcott i'd be baying for a penalty aswell

The difference between shielding the ball and obstruction is pretty obvious. Gabriel made no intention to cover the ball be just pushed Hazard. Got away with one.

In theory it is a penalty because he's not playing the ball at all or using his strength to play the ball, he's using his strength to obstruct. But that action has been let go all these years that it's unlikely to ever be corrected.
