He could enquire would an ML10 form from a local garda station do, but TBH it'd probably be easier to get a passport. Does he have a Garda Age Card?

The very odd time they used to be able to take an age card on a temp basis until other ID had been produced, but it had to be signed off by head office - basically they use the age card as ID and your brother would have X days to give other ID or the account would be closed. I'm not sure if it's still an option though.

Do you mind me asking what age he is?

Wouldn't the same identity papers needed to get a passport, get you a bank account?
And it would be cheaper and quicker.

No, for your first passport you need to fill in the passport form and send off your long form birth cert. Banks won't take a birth cert as proof of ID - it has to be photo ID ie a passport or driving licence.

If you go to ptsb you can go in with an ML10 form and a birth certificate. For ID only then you need proof of address which will be on a list they have of acceptable proofs
