    Hi, can anyone tell me what is wrong with this bush?

    It had aphids a few months ago, then I cut it way back, now I notice this...

    That appears to be rust, which is a type of fungus.
    If it's a small enough tree (looking at the photos, it looks like a weeping Salix/Willow), I'd spray it with a fungicide, however, it might be getting a little late in the year. Your best bet really is to collect any fallen leaves and destroy them to prevent /reduce infection next year to that plant, or any nearby potential hosts.
