    I'm thinking a timer plug, with a stereo with a nice subwoofer connected to it across the kitchen floor playing something loud from 7am - 11pm (social hours) 7 days a week.

    Since he sleeps from 4am - 2pm, this will get a nice reaction.

    We will add extra locks and protection to windows and the front door, to prevent entry, but also setup a camera inside in case anything happens.

    Actually, it makes a lot of sense. By acting the nut, he ensures no one else wants him to move to their area. He is able to do what he wants, when he wants, and thus far no-one has been able to stop him in his current home.
    Get every male you know to accompany your brother to that man's door and then state that you have come to request a peaceful solution...
    Constructive posts only please. Suggesting anti-social or vigilante behaviour is not constructive and actioning such advice would only get the OP into trouble.

    OP It's disappointing that the other blocks in the complex aren't helping the occupants of this block out. Community spirit alive and well in Ireland, eh? I do think your brother needs to call an EGM for the whole apartment complex, not just his block. Cos what will happen is all the occupants will have moved out, there will be no-one in the block except for the trouble maker and I'd guess it's no fun making trouble on your own... he may start spending time in the other occupied blocks for something to do or to get a rise out of people.

    The EGM is definitely the way to go.

    The Management Company will have to pay for repairs and this will be funded from a central pot of money which is made up of contributions from ALL the owners. Extensive damage could well mean a hike in management fees in such a small development. So this issue will be of relevance to all owners and will impact them, despite them living in another block.

    As a previous poster mentioned, if all the other residents move out, this guy could move on to harrass neighbours in other blocks. And it's of no benefit to anyone in the development to have a block unoccupied apart from one person.

    This is a serious problem for the Management Company and needs to be properly addressed. Your brother may well have to offer to assist them in doing this. Check out resources on The Apartment Owners Network (should be google-able). They may be able to advise on the best way to tackle the Council, get legal advice etc. It could be a long slow process but going by the book in as comprehensive and constructive manner as possible should stand you in good stead.

    Take photos of all the damage,
    for a possible future court case.
    The landlord or the council will have to get him to leave ,
    which may mean going to court.
    The legal process to evict someone is very specific ,it takes 6 months plus.
    1 broken door ,plus ruined carpets does not cost much to fix.
    Its a small building with 4-5 apartments in it .
    I would be more worried about water damage ,
    some bad tenants have been known to leave taps on or break a pipe ,
    to cause damage just before they leave .
    The council must know they have a problem,
    council tenants are leaving the building because of his behavior .
    Get advice from threshold,
    will his landlord have to take him to court to evict him.
    Does the council have any legal role,or responsibility for solving this problem.

    It depends on how the management company is structured. Some developments have separate management companies per block, in others one mc covers the entire complex. You can only force an EGM for the management company you are a member of.
