I'm usually quite good at this but the father in law presented this cable to me and I have absolutely no idea what it is. Any idea?

Looks like a remote control extender ( got one recently with my new Samsung TV)

That would make sense since the father in law just bought some massive smart Samsung TV. What does it do?

it allows you to control your sky box, dvd player etc using your tv remote.
