A packet of heirloom seeds is lovely... Edible flower petals for salad... Forced Bulbs to decorate her winter table...
Every jam maker needs a loud, reliable kitchen timer (they wear out fast).
a personalised wooden spoon is nice
a funny apron?
a personalised stamp?
or maybe, some jam labels could be fun

As a gardener myself....here's some gifts I'd be really happy to receive:)....
Wildlife camera......fascinating way to view all those critters , especially at night!
Every garden needs a nice bird house...
Seat and tool combo......great for all those weeding and planting jobs.
