I've gotten them in Tesco in the last couple of weeks. (In Finglas, if that works for you). The only problem is that they looked like chives, were in a bag that said chives but on a 'tasting like chives' front they did not really rank.

Way out of season, I'd go for spring onion green bits as a sub this time of year.
