    Did I hear that this is been enacted soon or has it been enacted?

    Does it allow for 2014 tenancies?

    I've never heard of this. If it is in the pipeline, it definitely won't apply to 2014.

    Seems to me that Noonan pretty much said it wouldn't happen.

    It's not yet law.
    It will only apply to RS/HAP accommodation available for a minimum period of 3 years from now. The 100% relief would be provided to the landlord on a retrospective basis after the three year period has ended and where necessary certification is provided to confirm that the terms of the scheme were met.
