still yet to receive bill and getting phone calls to pay it

moved in house in august , have yet to receive a bill . they rang at the start of December looking for payment as money was taking from bank with out receiving a bill , so charge back was done ,as there was no info on who took the money they said they would re send a bill as they sent it to the wrong address , and yet…

they said they would re send a bill as they sent it to the wrong address , and yet again bill never received and Que more phone calls looking for bill to be payed , i already stated i would pay the bill in the post office once the bill arrives ,

so when will i finally receive the bill ????
