Landlord liable for water charge

Has any landlord been hit with this from IW yet? I've given them tenants details but its only valid from the date you give them that information so there is a period where 'no one' was against the property even though the tenants were in situ. I plan on giving the tenants the bill, but no guarantee they will pay it.…
