How about after the Brits vote to remain in Europe the rest of us good europeans call a referendum to throw them out..

The European council is made up of the heads of state of each member state.
The council of the European Union is made up of the ministers in government of each member state - so you get agriculture ministers meeting as part of the council of state, foreign ministers and so on.
