    I have just backed a Leave at 7/2. If the vote at Newcastle is replicated nationwide, then surely Leave wins.

    Not by nearly enough. Large urban centres with a lower age demographic were expected to carry the Remain vote over the line.

    The European council is made up of the heads of state of each member state.
    The council of the European Union is made up of the ministers in government of each member state - so you get agriculture ministers meeting as part of the council of state, foreign ministers and so on.

    Seems like the Leave vote in Sunderland was significantly stronger than expected.
