Rust on tops of doors...nct fail?

have rust eating thru the tops of both driver and passenger doors...where the weather seal is... its not on body of car, and is not doing anything apart from looking bad. will nct fail? or is it only underbody structual and main body rust they worry about?

It will only fail if the hole goes through to the cabin or if it has sharp edges which might hurt a pedestrian if you hit them.
