    That is typical for the ATR's.

    Yes, but with a service ceiling of FL250 I would expect higher for a relatively long flight like that.

    I’d look at the flight on FR24, see what aircraft operated it, and whether it was late getting in from its previous leg.

    Or if there’s delays across other flights from/to the same airports

    Conditions can vary vastly over a few kilometers, and my experience with Cork is that the airports weather is often quite different from the city.
