    No it's simply holding. If the altitude is down below 6,000ft chances are a diversion isn't happening yet.

    But 4 attempts is still an awful lot. Just texting a friend here and mentioned it to him, he says in his company its mandatory to divert after 3.

    His first two attempts were to Runway 16, the wind changed direction and Runway changed also so they can go again with another 3 if they wish

    Dublin ATC - "Manchester giving out that they can't take anymore diversions".
