The UA 31 from Munich to JFK mentioned above is landing in Dublin. Maybe something to do with that?

Full Emergency Declared due to Hydraulic Issues. All external roads surrounding runway closed until incident is over is normal procedure.

Aircraft landed safely and was escorted into stand upon landing.

Does any one have any idea as to why it took the longer route to Dublin when Scotland was closer to where it turned around.

    Possibly dumping fuel?

The aircraft itself looks about 20 years old.

Are the spotters at or near 28 also instructed to leave the area?

    FR24 shows aircraft 16 years.

Officially, it's an inner cordon, so yes, everyone should be asked to leave. Usually though, as these incidents usually just happen out of nowhere, by the time all the Gardai arrive at their posts, the aircraft had landed safety and the full emergency can be downgraded to a standby position.

Do they need to then check the runway/taxiway to make sure nothing leaked?

After any declared incident involving an aircraft a full inspection takes place of all runways and taxiways which the aircraft has passed.

It is. There were 2 C-17s in today as prep. Prob dropping off the forward secret service team with the vehicles and gear, so that its all in place for when the VP arrives on his C-32. Expect they will return 1-3 days after he leaves to collect the gear as well.

Yeah I know all that, it was supposed to be in reply to Chris there, different forums are saying he is arriving today/tonight

It still amazes me the size of the logistical and financial cost just for one President/vice president to travel somewhere.
Especially when you compare it to how our Enda gets around lol.

It's a joke closing the perimeter for the arrival of the entourage. Whatever about the VP, these people are nobodies. Trying to impress Americans as usual in this country.

Dont think anyone will be privy to that info too far in advance. And anyone who does wont be giving it out.

Like Obama's visit we may get a sense about an hour or so in advance of holding delays to let us know it is imminent.

Unfortunately the Flightradar app search doesn't pick up Solar Impulse. It is currently SE of Nova Scotia.
