Black ink all smeared on dell printer

when printing the alignment page this happens with a new black cartridge.... I'm not sure what condition the printer was in or what happened to it before I took hold of it yesterday....mechanically everything seems to be ok.

The tape is taken off the cartridge properly and the printer contacts seem to be clean too..
