I found a students Ucard (in the Nutgrove area), name on it is Roisin Richards, course is BA Maths & Music. What's the best way to get it back to her?

Best plan is to send an email to <student number>@ucdconnect.ie. If you get no response, best to just send it to the Student Desk in the Tierney building on campus, that way it should intercept her before she has to pay for a new one.
