Fishing Trawler Cluster

Why are there lots of foreign (Russian) trawlers clustered far off our southwest coast? http://www.marinetraffic.com/en/ais/home Is it because of the 200 mile exclusion zone? Why are they in the one spot and not scattered around? Why are they mostly Russian?

If one is a factory trawler / ship won't the rest of the fleet stay within reasonable range of it to be offloading on a consistent basis?

They are mostly factory ships at Blue whiting, there are rsw Vessels working the same area, Norwegian, Icelandic and Faroese but they are usually only there a couple of days and then steam back to Norway etc to unload
