A question about my area

The line that goes into my house can only do up to 4Mb. I am with Virgin Media for broadband at the moment on the supposed 240Mb plan. 70 or 80Mb off Eir with better Netflix performance would suit me better. However can not get any information as to when my area might be upgrade to fiber from Eir.
